A capability graph is a decision object.

It is not a network diagram. It exists so the enterprise can see what it already has before funding a duplicate.

Center the business capability. Connect it to licensed product, internal product, team, owner, usage, contract, cost, dependencies, security, the product it serves, and the decision it informs.

If a node is missing — no owner, unknown cost, stale security — that absence is evidence. Insufficient evidence is a status, not a reason to invent completeness.
